Note: First Earl of Norfolk, so named in 1040 or 1041. He succeeded his older brother William as Lord of Framlingham in 1120 and as steward of the King's household to King Henry I. He was instrumental in raising Stephen, Count of Boulogne, to the throne. On a false report of the King's death in April 1136, he seized Norwich Castle and wouldn't surrender it until Stephen himself arrived at the scene. When the disaffection of the Barons spread in 1140, Hugh rebelled and at the beginning of June the King marched against him and took Bungay Castle. Hugh was again attacked by Stephen in August after which they came to terms. Hugh was at the February 1140/41 Batlle of Lincoln in the King's army and was one of those whose troops were routed. He then sided with the Empress and in 1144 joined Geoffrey de Mandeville in laying waste to the east of England. However, in 1145 Stephen unexpectedly routed his forces and laid waste to his lands. During the invasion of Normandy in 1153 by the Duke of Normandy (subsequently Henry II) Hugh again rebelled and seized Ipswich Castle. Stephen marched to Ipswich where he forced Hugh to surrender. In November 1153 Hugh attested to the treaty by which Stephen recognised Henry II as his successor, a treaty that recognized Hugh's earldom by both sides. He was excommunicated twice, once in April 1167 by the Pope (who later authorised his absolution) and in 1169 by Thomas Becket, absolved in December 1170 by the Bishop of Norwich. After an army of Flemings (who had been hosted by Hugh at Framlingham Castle) were defeated, the King's generals concentrated corces at Colchester with the intent of reducing Hugh's supplies. He obtained a truce (possibly through bribery of nobles loyal to the King), which expired and then he received new Flemish forces and, in June 1174, led them against Norwich, stormed it and massacred many inhapitants. Eventually Hugh surrendered and did homage, but in 1176 the King destroyed Hugh's castles of Framlingham and Bungay. (Complete Peerage, IX:579-586)
