In 1140, or late in 1139, Stephen made a regrant of the tow n and castle of Hereford and of th e whole earldom of Heref ordshire to his supporter Robert de Beaumont, earl of Leice ster, whos e wife Amicia was the granddau. of William Fitzo sbern. He granted de Beaumont to hold the tow n, castle, an d county as freely as William Fitzosbern had done. There wa s no reservation of a ny of the revenue from the city or th e pleas of the county for the crown. De Beaumont, however , never e ntered into possession, and on 25 July 1141, Mati lda created Miles of Gloucester earl of Here ford in rewar d for his services to her cause.
