        NORFOLK - Nellie B. Howard, 86, died June 27, 1991 in a hospital.

        A native of Durham, N. C. Mrs. Howard was a former partner in the Nance Ford Beauty Shop for 20 years. She was
        Miss Norfolk in 1927.

        Survivors include her husband John W. Howard, a daughter Janet A. Jaffee of San Jose, California, three sons:
        John W. Howard, III of Grand Prarie, Texas, Charles F. Howard of Norfolk and Paul H. Howard of
        Fayetteville, N. C.; two sisters Julia E. Herman of Va. Beach and Ruth Nelson of Norfolk, 10 grandchildren and five great grandchildren.

        The funeral will be at 1 p.m. Monday in Smith and Williams Funeral Home, Norfolk Chapel. Burial will be in Forest Lawn Cemetery. Friends may join the family from 7 to 9 p.m. Sunday in the funeral home.
