He was born on March 26, 1920, in Brockway, Oregon, the son of Frederick Herman and Mary (Simair) Schulze. He was a lover of the outdoors. His childhood was spent helping on the family farm between Winston and Lookingglass, Oregon. On January 13, 1942, he enlisted in the Army Air Corps with an opportunity to see some of the world. He served at Peterson Field, Colorado Springs and Panama and made lasting friends, especially Donne Nerell. He was discharged on October 22, 1945, and returned to the family farm. On November 3, 1946, he married Ramona Morkert near Crofton, Nebraska, and they returned to his family farm to build a house. They had two children, Dale and Carolyn. He started a logging business, which he operated for several years, and later became a millwright at Champion International. Cecil retired from the mill after 22 years in 1984. On August 17, 1985, he married Janet Seeger at St. Paul Lutheran Church, in Roseburg, Oregon. During retirement he cut firewood as a hobby. He did not know a stranger.
