US Congressman. A graduate of the law department at Yale, he was admitted to the bar in 1839 and established his practice in new Haven. President Polk appointed him as the Secretary of Legation at St. Petersburg at the same time his father, Ralph Ingersoll, was Minister to Russia. Colin held this position in 1847 and 1848 and was the acting Charge d'Affaires in 1848. Politically a Democrat, he was elected to the US House of Representatives in 1850, serving two terms from March 4, 1851 to March 2, 1855. He then served as Connecticut adjutant general from 1867 to 1871.
