Jacob Stair, the son of Simon Stair and Mariah Fleager, was born on 2 July 1841 in Virginia. He was later married on 16 May 1865 in Russell County, Virginia to a woman named Elizabeth Jannette "Eliza" Counts. Eliza, who was born in Russell County, Virginia on 30 April 1849, was the daughter of John Counts and Elizabeth Smyth.
After their marriage Jacob and Mariah appear to have resided in Scott County, Virginia, where they are found residing on both the 1870 and 1880 censuses. They eventually moved into Wise County, Virginia, however. Jacob died on 10 January 1886 at Coeburn in Wise County, while Eliza died there on 3 December 1893.
