Note: Harlan went to California in 1854 and returned to Grafton in 1862.
Harlan was a Representative to the State Legislature for Grafton, 1890 p. 111 History of Lower Grafton, Vt. by Francis A. Powers, 1954. P.25 "Francis and Harlan Phelps bought it (the present Tavern in Grafton) in the 1860s, added two stories and made other improvements. They operated a successful hotel for many years. It was full of guests all summer long. Francis was a genial landlord and his brother, Harlan, an efficient manager."
According to Anna Hunt the money to make improvements to the Inn (as she called it) came from money Harlan secured in California. He was about 16 when he went to California and about 24 when he returned. After his death at age 66 he left his widow and two small daughters (quote the list in his will).
