His name is transcribed as "Bertrand E. Teeple" in the Heritage Quest index to the 1900 census of Carroll Twp., PA, and although the entry is difficult to read because of the notation over it, his name does appear to have been recorded as "Bertrand."

He is found (again as Bertrand Teeple) in the 1910 census of Carroll Twp., with son Kenneth, age less than one year.

Bertrand Teeple is found in the 1920 census of New Eagle, Washington Co., PA, age 47, born in PA to parents born in PA, working in a coal mine, with wife Belle, age 39, born in PA to parents born in PA, son Kenneth, age 11, and son Bertrand, age 11/12.

Bert E. Teeple is found in the 1930 census of Carroll, PA, age 57, a clerk in an auto supply store, with wife Mary B., age 50, he married first at age 24, she at age 17, son, Kenneth, age 21, a clerk in an auto supply store, and Bertrand, age 10. (Note that Bert Teeple's son is named Bertrand, not Bertram.)
