He has served as tax collector, assessor, is a notary public, commissioner of deeds, and justice of the peace, and since Port Republic City was incorporated has been City Treasurer. He is altogether one of the most active and most prominent citizens of Port Republic, and one of those most generally respected. (Sources: 1850 census and Lake Family Genealogy, 1915.)

Collins, of the City of Port Republic, in the County of Atlantic and State of New Jersey, being of sound mind and memory and mindful of the uncertainty of life, do make, publish and declare the following to be my last will and testament, namely: First; I give and bequeath unto my wife Adaline S. Collins, all of my property, both real and personal, wherever found or situated, with full power to sell or dispose of any part, or all of said property, and to make good and sufficient title to the same, and to collect all bills due to me, and to settle and pay all bills due and payable by me. Second; It is my desire and I do hereby order that whatever amount of said property shall be in the possession of my wife, Adaline S. Collins, at the time of her death, shall be divided equally between my three children, Clarence Warren Collins, Georgiana Collins Blake and Maria Taylor Collins Thomas. Third and lastly; I hereby appoint my wife, Adaline S. Collins and my son, Clarence Warren Collins to be the executors of this my last will and testament. Richard S. French, one of the witnesses to the within will, being duly sworn according to law, deposes and says that he saw the testator therein names, sign and seal the same, and heard him publish, pronounce and declare the within writ to be his last will and testament, and that at the time of the doing thererof, the said testator was of sound and disposing mind, memory and understanding, so far as he knows and as he verily believes and that Samuel T.
