    James was the black sheep of the family. He was charged with a series of crimes around Bellaire - assaulting a police officer, forgery, arson, and robbery, a crime for which he went to the penitentiary. One newspaper account stated "He has figured in a number of scrapes but has always managed to get off easily", and another noted "James Manley of Bellaire is again guest at the Hotel de Belmont county this time for selling liquor at the Bethel camp-meeting". The crime for which he first did hard time - pick-pocketing - was a modest one, but he received a harsh sentence of five years (likely due to his repeat offenses) while his co-defendants were only given 14 months. Prone to conflict with others, he was shot at twice at a minimum, once suffering a wound in the abdomen from which he quickly recovered. He was listed as a living heir in his father's will in 1898 but was not left anything, likely because he was incarcerated. On his death certificate, his profession was listed as a laborer in the steel mills.

    Before he got into trouble, he was an avid sculler; he competed against Henry Heil, a well-known Bellaire oarsman.
