The following biographical summary appears in the Biographical Directory of the South Carolina House of Representative Volume II The Commons House of Assembly 1692 - 1775:
LOWNDES, CHARLES (1719? - 1763). Brother of RAWLINS LOENDES; son in law of JOHN PARKER (d 1735); brother in law of JOHN PARKER (1735 - 1802)
Chales Lowndes, second son of Charles Lowndes (d. 1736) and Ruth Rawlins was born in St Kitts. His parents immigrated to South Carolina in 1730 where they eventually separated. Because he refused to support his wife, the elder Lowndes was imprisoned in Chalreston and shortly thereafter committed suicide. Lowndes studied law in Charleston and through the influence of his brother, Rawlins, succeeded him as Deputy Provost Marshal (1752 - 1764). After he married Sarah Parker, daughter of Jane and John Parker, Lowndes moved to Colleton County and established himself as a planter. At his death he owned a 1,000 acre plantation near Pon Pon and 40 slaves. He was a horseman and on occasion put up prizes for local races. In 1756 he was admitted to the South Carolina Society. Elected by the voters of St Paul in a special election to the Twenty-fifth Royal Assembly (1762), Lowndes declined to serve on 21 April 1762. He did, however, serve the parish as churchwarden (1761 - 1762). Charles Lowndes died sometime between 18 January 1763 when he signed his will and 24 May 1763 when it was proved. He was survivied by his wife and their son, Charles Jr.
The following biographical summary has also been identified "on-line":
CHARLES LOWNDES, at the time of his father's death, was about seventeen years of age. His portrait, taken not long before his death, represents a very tall man, with a countenance indicating great determination and fixity of purpose, traits which have been recognized in Carolina as characteristics of the race since Thomas Lowndes, as agent for the duke of Newcastle, had first visited the colony, as early as 1685. Charles Lowndes finished his education under the care of Mr. Robert Hall, a lawyer of position and influence, and soon after established himself as a planter in Colleton County. In 1752, he was appointed Provost Marshal in immediate succession to his brother Rawlins,6 and held the office several years. He married Sarah, daughter of (?John) Parker.
