Elizabeth was born at Emerald Hills in Melbourne on 15 July 1855. Her birth certificate shows that her parents were Edward Owen, a 32 year-old labourer from North Wales, and Elizabeth Owen formerly Evans, 37, from South Wales. The birth was informed by Elizabeth's mother, who signed the certificate with a 'mark'.

She married Henry Edward Hickmott at Kingower in Victoria on 24 October 1877. Their wedding certificate shows that Henry was a 24 year-old brickmaker who was born in Adelaide and resided at East Charlton. Elizabeth was a 22 year-old spinster who was born at Melbourne and lived at Kingower. Their respective parents were Henry and Sophia Hickmott nee Goldsmith and Edward and Elizabeth Owen nee Evans. The wedding was conducted by the Reverend Henry r. Edgar according to the rites of the Weslean Church and was witnessed by Elizabeth's older brother Edward James Owen and Sarah Barton.

Elizabeth, then aged 68, died at at Ouyen in Victoria on 16 April 1923 during a visit from Western Australia. She was buried at the Ouyen cemetery the following day. The informant for her death certificate was her son William Henry Hickmott who farmed in the area. Her father was said to be Edward Owen while her mother's name was unknown. The following death notice was published in the West Australian on 18 April 1923: 'HICKMOTT - At Ouyen, Victoria, Elizabeth Ann, dearly beloved wife of Henry Edward Hickmott, MLA, and fond mother of Mrs C. H. Carter, Mrs Austin, Jack and Willia (Victoria), George, Minnie, Ella, Alice and Elsie and the late Arthur Hickmott of Brookton.'

Two days previously memorium notices were inserrted by her daughters E. S. Carter of 16 kent Street, Victoria Park and Ella Lock.
